WIP28: Upgrade WPC Smart Contract to Realize WPC Token Split of 1000x, Support WPC One-Click Claim on Ethereum, and Reduce WPC Distribution Speed

WIP28 Abstract

In this proposal, the core development team proposes a specific solution to upgrade the WPC smart contract to realize WPC token split of 1000x, support WPC One-Click claim on Ethereum, and reduce WPC distribution speed. The reason and purpose are also explained in detail.
