WIP29 Review

This proposal presents the liquid mining program V2. The core development team proposes to adjust the current mining logic on Ethereum mainnet, determine the new liquidity mining rules after WPC token is open for claim, and give the core development team the authority to periodically adjust the WPC distribution speed according to the new rules.

The system will take snapshots of all user addresses at 0:00 every day, and calculate the total amount of WPC held by each user on all chains.

The voting power of each user in this voting is based on the snapshot taken at 0:00 on the voting day, one WPC one vote.
