WIP6: Allow the core development team to accelerate the proposal process

WIP6 Abstract

In this proposal, the core development team hopes the community can allow the core development team to appropriately shorten the duration of the Proposal Discussion Stage and the Proposal Voting Stage to deal with emergencies according to the specific conditions of the proposal.
