WIP7: Enable Borrowing Mining

WIP7 Abstract

In this proposal, the core development team proposes to enable borrowing mining to encourage borrowing, and clarifies the mechanism of borrowing mining, the improvement of the current liquidity mining program, and how to allocate borrowing incentives for different assets.
